Catanduanes, ikinalulugod ng ALMASOR na mapabilang sa South Bicol TDA – “The Rising star of Philippine Tourism - Governor Joey Salceda

LEGAZPI CITY— Ikinalulugod ng ALMASOR na mapabilang ang Catanduanes sa South Bicol TDA (family of tourism rockstars) – “The rising star of Philippine Tourism”. Ito ang inihayag ngayon ni Albay Governor/ ALMASOR Convenor Joey Sarte Salceda. Aniya, naniniwala siya na kailangang ibilang ang Catanduanes sa South Bicol Tourism Development Area (TDA), o mas kilala sa tawag na ALMASOR. Ayon kay Salceda, 1. Ang apat na lalawigan (Albay, Masbate, Sorsogon, Catanduanes) ay binubuo ng isang administrative unit o lalawigan. 2. “Socioculturally”, mas matagal at malalim ang kaugnayan nito sa Albay, na kinabibilangan ng “intermarriages” o “interrelationships”. 3. Sa kasalukuyan, ang pangunahing kalakalan at ang mga pasahero ng Catanduanes ay dumadaloy sa Albay particular sa lungsod ng Tabaco. Sa pamamagitan nito, lalo pang pinapalakas at pinasusulong ang “structural attractions” ng South Bicol TDA. Partikular na ang surfing grounds; beachfronts at mga lumang iglesiya/simbahan gaya ng Baras church. Dagdag ni Salceda na batid niya na sumasang-ayon ang Department of Tourism (DOT) sa kanilang posisyon at prinsipyo kung saan ang tourism merger ay magiging operational sa pamamagitan ng Regional Development Council (RDC) resolution at DOT work program revision. Ang bagong ‘brand name’ ng South Bicol TDA ay ikokonsulta sa pamamatnugot ng apat na lalawigan (tourism alliance) gayundin ang inputs ng ad agencies, ani pa ni Salceda. (Alehxis Furaque)

The Albay province has recently established the Kabalikat Science and Technology Institute (KSTI), dedicated to the advancement of technologies in Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR). It is the first of its kind in the country,

KSTI is based at the Bicol University (BU) campus with another pioneering institution established two years ago, the Albay Climate Change Academy. The academy is dedicated to the educational side of the DRR-CCA programs, training of key LGU officials, among others, while the KSTI consortium will focus on research and experimentation on technologies to improve disaster resiliency.
An innovation and landmark in DRR-CCA history, KSTI was established recently by virtue of a memorandum of understanding signed by Albay Gov. Joey Salceda, Office of Civil Defense (OCD) Regional Director Raffy Alejandro, BU President Fay Leah Patria Mata-Lauraya, and Department of Science and Technology (DoST) Assistant Regional Director Manuel Lucena.
Another signatory was David Haut of the US Marine Experimentation Center (MEC), based at the US Embassy in Manila.

Salceda has pioneered innovative programs in DRR and CCA when he became Albay governor six years ago, the province being regularly buffeted by typhoons and its growth stunted by the constant beating of disasters. Zero Casualty goal and Preemptive Evacuation are just two of his innovative strategies that proved effective. They have been adopted by the national government and other LGUs.
For his pioneering approach in DRR and CCA, the United Nations has named Salceda as its Senior DRR-CCA Global Champion and spokesman, and Albay, as its Global Model. The KSTI is the governor’s latest innovation in the field, with credentials and standards of an academic institution.
Salceda said KSTI’s key operating unit is the Remote Prototype Experimentation Center (RPEC) also based at BU and a partner of the MEC. Architect Leo del Rosario was appointed to head the consortium’s Interim Secretariat.

KSTI’s first major project is funded by a $50,000 grant from MEC, for the construction of a prototype 200 square-foot typhoon-resistant building made of expanded polystyrene that can withstand a maximum wind speed of 170 mph.

The structure has its own solar power source and water supply, an example of ready mitigation and risk reduction during disasters.
RPEC is participated in by MEC, the US Embassy the Albay Provincial Disaster Risk Reduction and Management Council, BU, DOST, the Regional Disaster Risk Reduction and Management Council of Bicol, and the 51st Engineering Brigade of the Philippine Army.

Ph ranks 3rd among countries in ‘visitor exports’ index

Legazpi City  — The Philippines now ranks third among countries where “visitor exports” or foreign tourism will grow fastest between 2013 and 2023.
Albay Gov. Joey Salceda., citing a recent report from the World Travel and Tourism Council (WTTC) Travel and Tourism League, said the Philippines could pick up from its 6.6 percent growth in 2012 with tourism as its flagship program.
The recent WTTC reports forecast the Philippines to grow 8.7 percent annually with robust foreign tourists arrival growth, together with Brazil and Venezuela with 14.4% and 9.1%, growth rates, respectively.
A noted economist and former economic adviser to Philippine Presidents, Salceda said the same WTTC report indicates that the Philippines ranks 5th among countries where spending on business travel grew fastest in 2012, with a growth rate of 23.7 percent. It also ranks 10th among countries where travel and tourism directly contribute to the Gross Domestic Product, a rather impressive figure considering the broad global tourism destinations.
The National Statistical Coordination Board reported that the country’s economy grew faster than expected in 2012 at 6.6 percent, way above the 5.0-6.0% official target for the year, and the actual 3.9 percent growth in 2011. The Philippines has so far been one of the best economic  performers in Asia.
The situation, Salceda said, offers huge opportunity for his province, Albay, which has single-mindedly focused on tourism as its flagship program. In 2012 it posted an all-time high tourism growth of 49%   making it the fastest growing destinations in the country.
